Two Guesses -
1. External Modem uses the 16550 Serial Chip in your computer.
Internal Modem uses the "same type" of chip, built into the modem.

2. The modems might possibly have different transmit levels,
which effect the performance of your telephone line.
This problem drove me crazy: on a Motorola Lifestyle modem.
Modem would not perform at high speeds, until I reduced its
transmit level.
