I was going to say he needed target practice, but when he says he wanted to shoot the perp in the leg but got both legs, I can't really argue with that.

Reminds me of the time my Dad was elk hunting and saw two grouse but didn't want to waste two rifle bullets. He waited until their heads lined up and got both.
