Yes, material and probative, but there's also the weight of the evidence.

1999 carries less weight than 2002 when you're calculating risk going forward.

Now, please forgive me but I am really not going to go back and revisit the arguments in favor of the war, nor the ones against them.

The point is simply that "recently" means different things depending on your point of view.
