Be thankful that this is at the state level. Can you imagine the effects of a plan like this on a national level?

The best plan is to reduce the minimum coverage requirements and allow young men to receive insurance for the $40 per month range. My personal experience proves that this is an effective way of increasing coverage. I was once able to deliver to young men in my company insurance below this price point, and most joined the plan.
