The cause of this is overconsumption in the US brought about in large measure by the credit Bubble and a false economy. I think I'm more than on the record on that issue, so you are preaching to the choir on this one.

Still, I totally fail to see where an egregious polluter like China gets excused for their conduct because the US overconsumes? They should be condemned, why even apologize for them, or cast dispersions at others (the US)? The direct and immediate impacts of China's situation are far, far worse than the US experience. I live in the US, and don't get sick drinking water and breathing air here.

Further, I don't have to be an "expert" to conclude this. I'll just apply the "rationale thinker" rule here: just go to China, see the air, photograph it at 2:00 the afternoon,

look at sewage floating down rivers, and ultimately get ill in what is reported as a 500 AQI event. And please don't ask me to go back for a retest. Also watch the news, read the newspapers and some related literature and articles, and it doesn't really take rocket science to figure it out.
