Bush ignored the 8-6-01 warning and coddled Saudis in the country, alowing them all to escape without interrogation right after 9-11. Prior to that he and his security team never mentioned terrorism publicly a single time for the first 9 months of his presidency. Bush also disbanded Clinton-Clarke's Al Qaida desk in the WH and did not replace it.

If you remember Bush's defense priorities in 2001, they were SDI (a useless boondoggle for his lobbyist pals) and scrapping nuclear treaties (so he could build more nukes, another bog boon to his noxious band of military-indsutrial allies). Condi Rice was brought in supposed as an expert on the former Soviet Union, but knew nothing about terrorism. Clarke said she didn't even know what Al Qaida was.

Since Tora Bora, everything Bush has done has made terrorism stronger and the US weaker. Look at the results.
