For them to have sewage treatment for 20 million people completed by 2010 is a remarkably fast development. This is a mammoth undertaking.

Look, China is a mess -- you know it, I know it and they know it. But they are at least treating it with some focus and a sense of urgency. If you want to find the most self-satisfied and complacent attitude about global warming (and this is an issue that will far surpass toxic release because toxic release can fairly easily be controlled) then you need to come to the global headquarters of the worlds worst offenders -- the utterly complacent United States of America.
