For me about the most promising aspect for China's pollution challenge is that the government doesn't appear to be surpressing discussion or coverage of their problems. I have seen numerous TV programs both there and here over the last month, plenty of press coverage as well. They are encouraging NGOs as well. T cfr.org he problem are the pirates, and one group of those are the local authorities who are poorly incentivized to enforce. The key to the outcome will be the central government reigning the local authorities strongly in.
