Local government in China has enormous power. The central government in many respects is too weak. You might not have been able to see that -- China is a very difficult country to govern, and authority from Beijing does not extend far beyond setting broad policy in most spheres.

Compare again to the US where outright suppression of information and disinformation along with the worst kind of political payoffs to keep us from thinking and acting on these issues is the norm.
