There are already civil penalties for knowingly hiring illegals as a lawyer, i'm not certain what you do not understand about 'criminal penalties' hint: jail time in the 80's the gov't criminalized environmental polluting behavior....once that happened, and a few business owners were sent to jail, the cost/benefit correlation became clear... fail to comply?/jail time fail to comply/jail time? hmmmm... what to do...what to do... i think i'll comply! make the laws clear, and the penalties clear (and substantial) compliance will follow is that so hard?
