Good point. Tax on property undermines both rule of law and property rights since it tends to confiscate property. See eminent domain where the state sets the "fair value". They keep that up, Prop 13 not withstanding, and they will have a rule of law breaking revolution on their hands.

I guess that shows where rule of law comes from. It comes from what the state can get away with before the people get too unruly.
