I like this idea allot. And as for those who cannot produce a birth cert or passport........let's have a 20 year exemption for anyone over a certain age to allow for home births that took place in the 20th century. So by 2026 there won't be any excuse since birth certificates have been standard for quite some time (I bet you know more about that than most) whether one is born at home or in a hospital. There has to be a way to enforce this law without harming real U.S. citizens. I think it's certainly worth trying.
