Even better,

Make everyone who has a job or is starting a new job that they be able to prove they belong in the country.

If they can not prove it, then they can not go to work. If the employer does not keep the records proving they checked out the new employee then they get hit with big fines or imprisonment.

As for emergency rooms, are we going to turn away the dying for a lack of paperwork? Oh I can hear the lawsuits now.
