Of course civilians should run the show in wartime. The real question is which civilian? Rumsfeld's and Bremer's poliices in iraq in the main are the main cause of the trouble we are in today in iraq. Yeah, i know kurdistan is secure and the south is OK. Those same darn three or four provinces though have been a mess for years now and without them there is no iraq.
