Regli, Texas has huge disparity between the rich

and the unfortunate and poor. And, it's getting worse.

The "reform bill" you asked about has to do with

this unpopular system :

"The Texas Robin Hood program involves the forced redistribution of about $30 billion annually in school property taxes, taking from so-called 'property-rich' districts and giving to 'property-poor' districts."
