That was true for many centuries, until the late 1800's-early 1900's. Then people started moving around, and "intermarrying" people from other countries and areas other than where they themselves were born.
It really does seem high to have an entire county with 28% foreign born. Do you have demographics on the ages of the people? Is it total foreign born, or is it ethnic background?
I'd have to check the percentage here, as we have so many companies like Microsoft with employees from all over the world.
