"The fact is that a majority of the so called combatants were just people in the wrong place at the wrong time. Yet they were still tortured."
The wrong place and time being a war zone during combat? Do you have a credible source proving your 'fact' that the majority were tortured innocents?
"...we should have a higher standard an never resort to torture."
I fell out of favor with some of the right wingers when I declared my position on torture. I would not torture or approve of the torture of one human being even if it meant the entire population of human beings would be annihilated by my refusal to torture the one. However, there is a difference in torturing someone who may or may not be hiding information and dealing with someone who is in cuffs but is not truly subdued (still having a virtual finger on a detonator).
"Why does this Admin. feel the need to disregard the ban on torture just because they are enemy combatants"
Since when?
