Under the proposed ballot initiative, even illegal immigrants would be able to vote, so long as they are parents with kids in public schools.

Would these be parents of children born in the U.S. or all children attending public schools? I know the article didn't say and I'm not expecting you to know the answer, just a wondering kinda question.
