Its both as i understand it. Its not like we are letting them vote for president, just to have a say about the schools their kids are in. I am thinking its not a bad idea. Again we must rationalize and normalize the situation on our southern border. And this wont make the extremists on either side all that happy. I define extremists as piranna using KLP on one side and the foreign flag carriers on the other. Most of us are in the center and some who are anti immigration just dont like foreigners, particularly those of much maligned mexico and central america. If they were aussies, i suspect they wouldnt be so agitated.
