First thing you have to do is replace the word "conservation" with "efficiency".

Efficiency has increased and is continuing to increase. OTOH overall energy use has also increased. Apparently what you are looking for is conservation not efficiency. Using the label of "efficiency" to stand for less energy use or less oil use might at the margin help the effort to implement a conservation/energy use reduction program.
