There used to be an H-2B visa that was a seasonal worker visa. The illegal immigrants probably were just filling the excess need. The problem now is much worse. We have a need for immigrants. Because Congress refuses to act on the visa issue, illegal immigrants stream across the border. Even now, Congress is debating the problem, but they are talking about addressing the effect and not the cause.
