Two possibilities, but first some background
I can draw a parallel between what MXAM is doing and the development of a piece of software, be it an application or an operating system. In IT, there are 3 stages: 1. "alpha test" [ this version stays completely within the developers' purview, and they take all the arrows in the back getting the major bugs and design flaws out ]
2. "beta test" [ this version gets released to end-users and/or customers in a limited way, and they take the arrows in the back, plus provide feedback to the developers to get the bugs out ]
3. "product release" [ turned loose on a mostly unsuspecting world ]
In MXAM's case, what they've done so far amounts to the "alpha test". The "beta test" will be a pilot plant, and "product release" will be a full-scale production facility ]
Now, all that said, the numbers from the "alpha test" are either:
so bad they're not sure what to try next and are too embarrassed to publish them
so good they're considering skipping the pilot plant [ "beta test" ] and going straight to full-scale production, and they're so elated and amazed by the numbers they're keeping quiet because nobody would believe them, anyway, so they'll just let the production-plant numbers do the "talking".
