The difference between M. Atta's financial conservatism and Dubya's philosophical-religious essential fatalism may appear slight on purely metaphysical grounds, unless we drag in the omnipresent social-super-ego overprint of societal-cultural programming (for want of a better word or phrase) which dictates the urgency of action from which the gregarious organism gets its marching orders, so to speak, to carry out its goals, the implementation from which it derives a relatively beatific state of CNS arousal and endorphin release, which is all the more mediated and controlled by the mechanism of a deeply rooted adherence to short term feedback in the process of self actualization and primal gratification seeking impulses. To this extent a remarkably large amount of the difference in observed behaviour is therefore attributable to learned patterns that form within the social-environmental milieu of the being which has shaped their adaptive responses to stimuli, both complexly patterned and primordially basic.
