The author is using a classic definition of philosophy. A reason based structure, founded on knowledge and observation. Pretty much what we call science. He is basically of the opinion that positions based on faith cannot co-exist with positions based on philosophy (science). The author, by the way, was a founder of modern Islamic thinking.
