LOL!!! Obviously you've never dealt with such matters.

I have... And I can guarantee you that monies used for anything dealing with a covert operation ARE accounted for...

Just because you can't access to those accounts (because they are classified) doesn't mean they don't account for them..

My experience is that, in fact, the accounting hurdles that are currently in place actually hinder operations.

That, and the procurement process for obtaining the equipment that can help you accomplish your mission, are far too complicated and full of pitfalls that might an agent having his paycheck garnished because he/she might have failed to account for all of their pennies.
