I was kind of impressed with some of the things Bush said. He actually mentioned plug-in hybrids that would allow people to drive the first 40 miles on electricity, and noted that many short distance commuters would use no gasoline at all using plug-in hybrids.

Now I doubt he's going to do much more than pay lip service to new technogies like plug-in hybrids, but at least he's not just burying his head in the sand. The private sector will bring plug-in hybrids to market if there really is a demand for them. It's just one of those technologies that has to prove itself in the market.
