Wrong headed I'm sure ..

Since we buy what Detroit sells
and it's in all our long term interests
to either get off fossil fuels completely
or become orders of magnitude more efficient ..
Then what proposal would you proffer to 'encourage'
the auto manufacturers to produce a more efficient
fleet .. It's still going to take 10-15 years to replace
the existing rolling stock as is .. At a minimum we should
raise the CAFE standards and expand incentives ( tax credits )
to the consumer/purchaser ..
