Maybe, maybe not. What's the revenue of all companies compared to the revenue of all governments? What are the revenues of all US companies compared to the revenue of the US government? What's the trend line look like?

And the bottom line is that governments do not always put citizens interests ahead of corporate interests. The current US admin is a great example.
