Three key points ..

1) Continuing to build crude inventories
2) Importing finished products (gasoline & diesel )
3) Refineries running at only 88% capacity

My guess is that crude inventories are building because
it's mostly heavy/sour varieties that no one ( other than
Valero ) wants .. Peak light sweet ??
