Trading one bubble for the next. In that, it would have happened sooner or later, despite the tax break.

I know a couple of people who bought old beaters in Boston in the mid-1970s. They did a little fixing up, but mainly just sat on them until the early 1980s. They dumped them for a huge wad of cash and moved South. So it was starting even then.
