No I think that just means shares are turning over at a 10-1 rate.

about 1.5 million shares have traded, representing 15 million oz of silver.

Roughly.

Like a daytrader, a floor trader on AMEX may sell 5,000......buy back 5,000 on a lower tick, sell it again. He could even have started out on the short side.

You will see those 15,000 sales as part of the total Volume but in reality it's only the same 5K going back and forth.
