I don't recall him ever specifically stating the he would wipe a particular nation off the face of the earth... However, he certainly mentioned the threat that Russia posed to Germany.

And certainly he did put forth the assertion that Germany had a right to expand in order to achieve Lebensraum...

But I don't recall a specific threat against a specific nation.

But of course, there is little doubt that as his power increased, so did his appetite for European empire.
