It isn't a matter of when the oil and gas run out. If the economics of making electricity from uranium are favourable, given the prices oil and gas can fetch, why wouldn't you build nuclear power plants and sell the oil and gas? It is almost the same calculation as that made by all countries that go nuclear (the difference being the cost of moving the oil and gas from source to demand point).
