Rec's are part of it (and they use counters), but they seem to use that only to guide them to promising posts. The selection of the post appears to be completely driven by editorial judgment.

The rec thing works pretty well on TMF, though that's partly a function of the type of community they have. It did get out of hand at one point, but they seem to have solved the problem by limiting the number of rec's you can make in one day.

I do like the idea of listing the top recommended posts, especially if you restrict it to stock threads.
