Pass a law specifically targeting OPEC as a monopoly and putting the full legal force of the US behind it. For instance, stop funding any institution that does business with OPEC and pass a law that requires the US to sue any company that takes part in witholding of supplies or market manipulation either to keep prices high or to keep them within a trading range This one is crazy. Why didn't you recommend passing a law that targets MSFT as a monopoly, and penalize institutions that do business with MSFT? They are way more of a monopoly and price gouger than the various and separate countries that make up OPEC.
