It's not that the British left Africa in disarray, it's that the Africans created disarray after the British were forced to remove their good services. Check out Zimbabwe for example. See what has happened with their life expectancy, property rights and economic well-being.

The British left civilization around the world. Check out Hong Kong, which is still highly civilized and wealthy to boot. Singapore was a British system product, achieved by the local yokels, led by Lee Kwan Yew, by closely integrating with the capitalist world.

The USA was a product of British culture too, although Americans are like teenagers who think they arrived at the beginning of time, and invented sex, themselves, their culture and philosophical foundations. The USA grew up and left home, but that doesn't mean they aren't part of the amazing success of the British Empire.
