"Do you need a crime for impeachment, or can you impeach a president just because you think he's doing a lousy job?" The precedent so far comes down to whether he is disliked enough. Officially, the standard is pretty vague. "High crimes and misdemeanors" doesn't narrow it down much. But the wiretapping is enough if they want to have an actual crime.
