Saddam was a johnny-come-lately to the Palestinian bomber cause. Bush's pals the Saudis had been the ones supporting the bombers families for decades. Saddam only arrived after he needed help from the islamic world when Bush was threatening him. I don't think he helped them for more than about six months.
