We actually did a citizens arrest for that same reason when we lived back east. Had to go to the local police department, and make the complaint, the police took all the info, and we had to go back that night and identify the guy after they found him and brought him in....

Have wondered if he learned something then, or is still doing that, or if he killed someone else and perhaps himself by following too close.
