Not if the defences are strong enough.

Europe can keep capital at home and not send any of it to Nigeria, or Brazil, or import people. It's only if capital is suitably rewarded that the capitalists will send it somewhere.

Given the Islamic Jihad activities in Europe, I think you'll find the enthusiasm for allowing immigration of Moslems to Europe has dramatically reduced. For example, I doubt you'll find a lot of Dutch in favour of opening the doors to Islamic countries to send their poor and huddled masses, yearning to breathe free and stick a dagger in the chests of Dutch people after slashing their throats.
