In the early 90's, Bruce Babbit, director of the BLM and several US congressmen tried to place an 18% NSR on hard rock mining on federal lands. That would have shut down almost every US hard rock mine. Almost no one will sign a land deal with even a 5% NSR. They made several attempts to pass the bill including trying to hide it in other legislation. It never got through obviously, but the US miners were shaking in their boots. It can happen in any country.
