I have a basement. On the North East corner of it I built a insulated Wine Cellar. It has six inches of fiberglass between it and the house and an exterior foam core door. The concrete walls are painted; there are racks and space for cases. The money for a cooling unit is a low priority, it fluctuates between 48 and 74 with a normal range of about 54 to 68.

While heat is bad, the rate of change is just as important. If you can slow the rate of temperature change to a degree or so a week, it will help immensely. You could insolate an interior closet away from the South West of your house. You would want to insolate the floor and ceiling too, well maybe not the floor if the ground stays cooler than they house.

Just 3/4 inch of urethane insulation witha 3/4 inch air gap would provide something like R 8 and only cost 1 1/2 inch or 2 inches if you covered it with 1/2 inch gypsom, plywood or fiberboard.

Of course there are cold storage businesses. You can rent a locker or a closet in a facility.

The flip side is that your age worthy wines will be drinkable with fewer years under their belt.

(Alternately you could buy from The Chicago Wine Company and have tehm store the wine for you for a nominal fee. You could just send them to me, i won't drink much. <g>)
