1. the program projects a cost of about $ 3700 per enrollee (52 billion dollars in outlays divided by 14 million enrolled).

2. There was already an existing plan to help the elderly who met income qualifications.

3. The majority of the elderly already had superior prescription coverage. only 8% reported they skipped a prescription due to the cost of a prescription.

4. The manner in which the coverage is being marketed will lead to some obtaining HMO coverage that they don't need.
