You might be interested in this Q and A concerning Iraq. I think the answers pretty much get it right:

Among some of the statements:

The majority of informed national security professionals in the United States and other major countries sincerely believed, prior to the start of the war, that Iraq had significant covert WMD programs and had proceeded quite far in the biological and chemical arenas in particular. They thought this because of their knowledge of past Iraqi behavior, their knowledge of continued Iraqi deceptions, and their assumptions about what was happening behind the curtain. They were proved wrong, of course--and some senior Bush administration officials hyped and exaggerated the case that could legitimately be made--but it is absurd to call the Iraqi WMD issue a "Big Lie."
