Low wage workers predominately come from mexico and central america. I dont think the folks coming from other countries are waiting to work in the fields. And i am not offering citizenship just work permits for jobs no one else would do. The whole idea is based on the fact that there is a land border between us and mex. If someone from somalia wanted to come, they couldnt easily get here or get back.
