Big energy has ripped off about 500 billion so far, so 200 billion would be a modest windfall profits tax. the ripooffs are continuing every day though, so we may get up to a trillion. Globally, it's already well over a trillion. Which is why Bush-Cheney are so careful to lobby for the Saudis and Dubai oil shieks. They are working with them to rip us all off. Halliburton is also an important accomplice in the scheme.
