that's not fair. cities have major problems. lots of social issues, and depend on the state and federal gov to keep them afloat. I expect majority of voters are low and low middle income depending on some type of federal subsidies and are more likely to vote democrat. As long as the minorities in these cities believe democrats help them, republicans have no chance of ever running a city like philadelphia, etc.
