It is common when a pp is going to be done, the price of the stock is pushed to near the pp price until it is done (for SEC appearences sake I suspect). Once done, the market forces are allowed to resume which usually results in a rapid rise of perhaps 20%. That is my experience. I see it time and time again, infact, it is something that I usually use to my advantage on taking a position.
