The details aren't clear,
but the big picture is that Bush Jr. is once again determined to have a unilateral invasion to boost the election results.

The proof of that is when Condi Rice condemnded the letter from Iran even before it was translated. There's no way she read it in Farsi. Couple that with the decider's determination to keep the failed Rumsfeld in place, and you have a slam-dunk for another disaster.

Goss was somehow standing in the way of that invasion.
