It was all part of the process. Clinton and his administration were engaged. Bush went on vacation. Did they make the right decisions? Hindsight is 20/20. How about Bush when he displaced Clarke's function and went on Vacation? Was that the right thing to do? If Bush was so smart then why didn't start the rolling attacks that Clarke suggested?
